Update from gnulib.

(gl_USE_SYSTEM_EXTENSIONS): Call AC_BEFORE first,
to avoid spurious warnings like "AC_RUN_IFELSE was called before
gl_USE_SYSTEM_EXTENSIONS" from autoreconf.
