Release version 1.44.1

Changes:
 - Fix AppComBroker::Send() method
 - Fix a bug about sending app event
 - Remove unnecessary method call
 - Reduce db access
 - Add pkgmgr-info-server dependency
 - Fix a bug about loading app property
