Disable nnapi_test of Custom/TensorflowMax (#3850)

This patch disables nnapi_test of Custom/TensorflowMax.
Since TensorFlowMax is builtin op as REDUCE_MAX from V1.12,
      we are removing the trace of TensorFlowMax as a custom op.

This is required for PRs #3849 #3846
