If CONFIG_ACPI_CPPC_CPUFREQ_FIE is not set, building fails:

drivers/cpufreq/cppc_cpufreq.c: In function ‘populate_efficiency_class’:

Make declare of cppc_cpufreq_driver out of CONFIG_ACPI_CPPC_CPUFREQ_FIE
