MIPS: CPU_LOONGSON2EF need software to maintain cache consistency

CPU_LOONGSON2EF need software to maintain cache consistency,
so modify the 'cpu_needs_post_dma_flush' function to return true
when the cpu type is CPU_LOONGSON2EF.
