Update changes file and submitted to OBS

The root cause for this issue is the wifi driver is not support MAX
SCAN SSID, this fix is a temporary workaround in wpa_supplicant before
the wifi driver is fixed. After the fix in wifi driver is merged,
we will remove this fix since this fix disable connman fast connect
feature
