Pull networking fixes from Jakub Kicinski:
 "Including fixes from bpf and wireless.

  Nothing scary here. Feels like the first wave of regressions from v6.5
  is addressed - one outstanding fix still to come in TLS for the
  sendpage rework.

     (DBDC)

  Misc:

   - drop handful of inactive maintainers, put some new in place"
