Image Atomic Operations Tests

This merge request implements issue #167
Port Image Atomic Operations tests from OpenGL ES 3.1 to Vulkan.
To be precise port BinaryAtomicOperationCase test case from es31fShaderImageLoadStoreTests.cpp
