pinctrl: move CONFIG_PINCTRL to drivers/Makefile

Kbuild should descend into drivers/pinctrl/ only when CONFIG_PINCTRL
is enabled because everything under that directory depends on
CONFIG_PINCTRL.

We can avoid the conditional, ifeq ($(CONFIG_OF),y) ... endif.
