eARCrx: add hdmitx hpd notify [1/1]

PD#SWPL-6861

Problem:
Lack hdmitx hpd event notify to eARC

Solution:
Add hdmitx hpd event notify to eARC in HPD interrupt handler w/o
any delay.

Verify:
TBD
