Release version 1.26.9

Changes:
 - Fix bug of debug mode installation of hybrid package
 - Fix a bug when recover preload-rw update
 - Fix recovery helper
 - Write log to file when installation process failed
 - Remove using assert() in ExternalStorage
 - Merge "Remove using assert() in ExternalStorage" into tizen_5.0
