perf, x86: Use INTEL_*_CONSTRAINT() for all PEBS event constraints

PEBS_EVENT_CONSTRAINT() is just a duplicate of INTEL_UEVENT_CONSTRAINT().
Remove it and use INTEL_UEVENT_CONSTRAINT() instead.
