libs.doxy_template: remove obsolete CLASS_DIAGRAMS

This was reported with doxygen 1.9.4.

Also update the comment for CLASS_GRAPH by running "doxygen -u" because
the original comment for CLASS_GRAPH mentions the obsolete tag
'CLASS_DIAGRAMS',
