ARM64: tizen_bcmrpi3_defconfig: increase the ramdisk size to 12MB

Increase the ramdisk size from 4MB to 12MB. Tizen normal ramdisk
size should be under 8MB and the size of ramdisk-recovery should
be 12MB.
