Add new subdomain "GBS Metadata" for domain "SCM"

As the name implied, this new subdomain is for the meta packages
for gbs-local-full-build support. And added Qiang and JF as the
maintainers.

Meanwhile, included all the related git trees in the file:
  git-trees
including manifest, gbs-config, build-config, and pre-built(s)
