Fix incorrect limits in device properties test

- alignment/offset type limits must be greater than 0
- nonCoherentAtomSize must be in range [1, 256] (the upper limit was
  relaxed with spec update 1.0.27
- point sizes and line widths must be positive

Modified test:
- dEQP-VK.api.info.device.properties

Fixes #502
