pr22374 function pointer initialization

When I added this test I said I'd look at fixing more targets.
That hasn't happened yet, so xfail to tidy results.

	* testsuite/ld-elf/elf.exp: xfail "pr22374 function pointer
	initialization" for currently failing targets.
