[C++/mingw] Fix windows-nat.c::xlate

Fixes:

../../src/gdb/windows-nat.c:287:11: error: invalid conversion from 'int' to 'gdb_signal' [-fpermissive]
   {-1, -1}};
           ^

The signal number here doesn't really matter.
