i965: Do not use NumBufferInterfaceBlocks

This is the only place in the driver where we use this. Since we now work
with separate index spaces, always use NumUniformBlocks and
NumShaderStorageBlocks instead of NumBufferInterfaceBlocks to be more
consistent with the rest of the code.
