This should take care of all the TexImage, TexSubImage, CopyTexImage,
CompressedTexImage3DOES, and CopyTexSubImage type paths.

v2: Add proper core-profile and GLES3 filtering.

v3: Squash the CompressedTexImage3DOES patch per review comment from
Ken.
