[SPARC]: Fix __KERNEL_SYSCALLS__ defining in envctrl.c and bbc_envctrl.c

It needs to happen before any header includes because nowadays
some things implicitly include asm/unistd.h which ends up being
before the __KERNEL_SYSCALLS__ define gets done.
