pad: add GST_PAD_LINK_CHECK_DEFAULT to GstPadLinkCheck

This allows introspection-based bindings to access
Gst.PadLinkCheck.DEFAULT instead of
Gst.PAD_LINK_CHECK_DEFAULT.
