Improve "reset" command's interaction with watchdog.

    "reset altbank" will reset another bank WITHOUT watch dog timer enabled
    "reset altbank wd" will reset another bank WITH watch dog enabled
    "diswd" will disable watch dog after u-boot boots up successfully
