* c-common.c: Include except.h.
(cb_register_builtins): Handle __USING_SJLJ_EXCEPTIONS__.
Call TARGET_CPU_CPP_BUILTINS and TARGET_OS_CPP_BUILTINS.
* cppinit.c (__USING_SJLJ_EXCEPTIONS): Not here.
* defaults.h (TARGET_OS_CPP_BUILTINS, TARGET_CPU_CPP_BUILTINS,
CPP_PREDEFINES): Handle here.

* alpha/alpha-interix.h, alpha/gnu.h, alpha/linux.h,
