Revert "efl_util.c add wl_seat"

This reverts commit 5c722ad18d2d3333d81c04201b08e5c80968df00.

efl_util_input_initialize_generator_with_sync() API no longer listens to
device_add/remove events which needed efl-util to be bound to 'wl_seat'.
