removeStorageStateChangeListener_with_para_invalid test case
was not testing documented behavior, instead it was testing
implementation. According to documentation
removeStorageStateChangeListener function should return without
any error if watchId does not correspond to registered listener.

WebAPI implementation is being corrected at the same time.
