RISC-V: Fix 3 PIE related ld testsuite failures.

	* elfnn-riscv.c (riscv_elf_finish_dynamic_symbol): Update comment.
	Use SYMBOL_REFERENCES_LOCAL.  Add asserts for h->got.offset.
