configs: rpi_4_32b_defconfig: enable UMS configuration

Enable UMS configuration.
It can be used to usb-mass storage.
Usage: U-Boot> ums 0 mmc 0
- Then you can see block device node on your local host.

It's useful to flash or format for using Tizen.
