Fix the following sparse warnings:

  drivers/edac/skx_edac.c:266:25: warning:
   symbol 'skx_cpuids' was not declared. Should it be static?
  drivers/edac/skx_edac.c:1040:12: warning:
   symbol 'skx_init' was not declared. Should it be static?
