[TRE-2137] Do not use obsolete package

protobuf9 is an obsolete package (5 years old) that is not
compatible with modern middleware.

As middleware uses protobuf as a shared library,
we do not need to specify explicitly in .ks or
.spec file. RPM will do it automatically.
