The dtpm_descr variable in init_dtpm() is not used after commit
f751db8adaea ("powercap/drivers/dtpm: Disable DTPM at boot time"),
so drop it.

Fixes: f751db8adaea ("powercap/drivers/dtpm: Disable DTPM at boot time")
