rpi3: Add config.txt extracted from raspbian lite binary

We can get raspbian lite binary from
https://downloads.raspberrypi.org/raspbian_lite_latest

This file that is necessary for booting was extracted from first
partition of 2017-07-05-raspbian-jessie-lite.img.
