MAINTAINERS: Add Mahesh J Salgaonkar as EEH maintainer

Update EEH entry:

  - Russell: lacks time to maintain EEH.

  - Oliver: lacks time & hardware to do actual maintenance, but happy to
    field questions and review things.

  - Mahesh: glad to take over EEH maintenance.
