maint: move definitions from maint.mk to dist-check.mk

* dist-check.mk (null_AM_MAKEFLAGS): Define here, not in maint.mk.
(built_programs): Likewise.
(my-distcheck): Move comments to...
(coreutils-path-check): ...the code they refer to.
Remove obsolete comments.
(null_AM_MAKEFLAGS): Add gperf, even though it's not used here.
* gnulib: Update to latest, for fixed maint.mk.
