build: Allow to set CMAKE_CXX_FLAGS from outside

- due to the plugin refactoring, the CMAKE_CXX_FLAGS handling was changed too.
- currently it is not possible to set additional CMAKE_CXX_FLAGS from outside
- this patch fixes that issue
