remove the workaround for xkeyboard-config

The bug PTREL-568 is fixed. So in wayland environment, xkeyboard-config can be
 built successfully without the Xorg dependency.
Remove this workaournd in meta-mobile, recover xkeyboard-config and remove the
 generated tar package in mobile-shell.
This patch is for meta-mobile.
