tv: enable ELM_ATSPI_MODE

If we do not call eldbus_init, there is not a place to call eldbus_init
for chromium-efl.

This could be fixed on chromium-efl side, but we need to enable ATSPI,
because we provide accessibilty using the ATSPI.
