Change watchdog timeout from 30 sec. to 90 sec.

Change watchdog timeout from 30 sec. to 90 sec.

It has been observed,
after a long suspend timeout/delay, Systemd may kill processes by Watchdog timeout as soon as it is thawed.
This is a workaground patch to avoid such a problem.
