[Adapt] Implement create and remove Bond API's

This patch handles following
 1/ Implement create and remove bond API's
 2/ Implement bonding state machine

Note: Currently bonding will not complete for the devices
requiring following pairing operations.

 1/ Devices requring Confirmation(numeric Comparison)
 2/ Devices requesting PinCode
 3/ Devices requesting DisplayPasskey
 etc. Pairing will be handled in subsequent patches.
