TPE-363 SR Sync trigger by parameters

In some cases, there exist a lot of changes
due previous SR sync was happened long time ago.
Need to exclude duplicated packages to be synced
because it will take a lot of time.
This job checks difference between manifest
and compare with SRs taken from dashboard db.
