Add Philippe Coval in Platform Development to maintain some platform/upstream packages

Today there is a need to maintain GNOME's libs and I can provide them.

Bug-Tizen: TINF-175 (libgee: make it a common component)
Bug-Tizen: TINF-169 (evolution-data-server: need new upstream project for IVI features)
Bug-Tizen: TINF-170 (gtk-doc: needed to compile some other upstream packages from git)
Bug-Tizen: TINF-171 (gcr: needed for minimal EDS build)
Bug-Tizen: TINF-172 (libsecret: needed for minimal EDS build)
