packaging: create hal directory to use backend packages

If hal.img will be split from core image, it has to exist hal directory
under root directory before mounting hal.img.
Otherwise, it can't mount anywhere to use hal-backend.
This patch is for preparing to use hal.img.
- The mounting hal.img will be did in ramdisk.
