CKM: Fix T3203_CAPI_lock_database

[Problem] Test is failing because ordinary user attempts to lock its database.
[Solution] Test is modified so that it's executed as root.

[Verification] Run ckm-tests --group=T320_CAPI_EMPTY_DATABASE
