halapi: Add /etc/ld.so.conf.d/libhal-api.conf

A ldd and ldconfig commands do not work.

Example1) "ldd /usr/bin/deviced | grep libhal-api-common"
Example2) "ldconfig -p | grep libhal-api-common"
