Makefile: dtb makefile update [1/1]

PD#SWPL-9776

Problem:
let dtb make comptabile with below ways:
make ARCH=arm meson-g12a-u200.dtb
make ARCH=arm amlogic/meson-g12a-u200.dtb

Solution:
modify makefile

Verify:
w400
