Disable Windows arm64 corefx cron jobs

These currently all fail with timeout. They also take way too much time
to run. We have good Linux/arm64 corefx test coverage already.

The issue of these runs being slow is tracked by
https://github.com/dotnet/coreclr/issues/21236.
