autogen.sh: Add default for new --enable-plugin-docs switch.

Add default for new --enable-plugin-docs switch.
* configure.ac:
Use new GST_PLUGIN_DOCS macro to check for pyxml etc.
Fixes #344039.
* docs/Makefile.am:
