prepare to move selinux-h module to gnulib

* gl/modules/selinux-h (Makefile.am)
[selinux/selinux.h, selinux/context.h]:
Remove temporary file and target, in case they're read-only.
Use $(MKDIR_P), not mkdir -p.
(License): Relax to LGPLv2+.
Remove vestigial comments.
