* Makefile.in (install): Remove dependency of install-only and
recursively invoke make for install-only.
* data-directory/Makefile.in: Add FLAGS_TO_PASS variable.
(install): Pass FLAGS_TO_PASS when recursively make install-only.

gdbserver/
* Makefile.in: Add FLAGS_TO_PASS variable.
