[WiFi][Non-ACR][Change a scenario for BackgroundScan event]

In order to check if Wi-Fi BackgroundScan event occurs, TC App removes
the current connected AP. In TV images, however, If the current
connected AP is removed, BacktroundScan is not triggered.
